TECHNICAL COOPERATION FOR FOOD SECURITY: MEXICO-CENTRAL AMERICA

This research analyzes the Mexican technical-agricultural cooperation offered to Central America between 2005 and 2010.


Using the theoretical framework proposed by the FAO and Amartya Sen’s approach regarding entitlements and capabilities, it explores the effects of 48 actions on the dimensions of food security.


It discusses how Mexican agricultural policies are primarily concerned with

commercial and export agriculture, and how that influences the portfolio of

cooperation actions Central-American institutions have requested to their Mexican

counterparts.


It concludes that this factor, coupled with what Mexican and Central-

American governments have defined international cooperation to be, have focused

Mexican cooperation actions on institutional strengthening, leaving out those most

vulnerable to food insecurity in the region: small rural farmers.
