The Japan International Cooperation Agency (JICA) is the implementing agency of Official Development Assistance under the foreign policy of the Government of Japan, extending grant and technical assistance as well as concessional loans to 155 countries.



The JICA USA Office plans to employ consultants to conduct case studies in capacity development in power sector with south-south cooperation components, where main question is “How can JICA and/or the World Bank (WB) contribute more effectively to power sector development in developing countries, especially for Africa Region, in order to provide stable, sustainable, and reliable electricity service delivery utilizing capacity development with south-south cooperation components?”.

The Consultant is expected to: 1) review WB supporting South-South Cooperation; 2) identify the differences between JICA and WB on South-South Cooperation; 3) prepare and conduct the case studies in several developing countries such as Laos(Asia) and Kenya(Africa) after discussion with JICA and WB staff; 4) review the JICA’s capacity development approaches in electric power sector; 5) review experiences of power industry in Japan compared with USA in terms of “developing stages”, “innovation” both technological and management, “WB’s funding power development experiences” in 1950s to 1960s, and “good practices” in US electrification program in 1930s and 1950s; 6) prepare a report including suggestions for future application to Africa Regions from lesson learned of past experiences; and 7) disseminate of outputs from case studies to JICA and WB staffs. If you intend to submit a proposal, you are requested to send three copies of your proposal to the below address by mail or e-mail no later than January 10, 2011.

The proposal shall cover in detail the following:

(1)The background and experience of your firm, including a list of past and present work over the last five years of a similar nature to this assignment;

(2) The general approach and methodology which you propose for carrying out the services covered in the Terms of Reference;

(3)The name, background, and professional experience of each expert staff member to be assigned to the project, with particular reference to his/her experience on work of a similar nature to this assignment.



You are requested to submit your financial proposal in a sealed envelope. Selection of the consultant to be invited to negotiate a contract will be made solely on the basis of ranking the quality of the proposals regarding approach and methodology, the qualifications of the consulting firms and the expert staff to be assigned to the project.



After all proposals have been evaluated, the consultant who has submitted the first-ranked proposal will be invited to discuss the financial and other terms of a contract.
