The private sector in the South is a key actor. South-South trade tripled in the past decade. South-South foreign direct
investment also tripled, and is particularly important for the least developed countries. Today, one out of every four transnational corporations worldwide is based in the South. 


Mr. Abdulaziz Bin Muhammed Al-Suwadi, Head of delegation, Qatar, speaking
at the the United Nations High-Level Conference on South-South Cooperation
(Nairobi, 1 December 2009), said the following:


 “It is unacceptable for us that we continue only

depending on government systems. We need today -- countries of the South, developing countries – we need a range of partnerships, with for example the private sector, between the public and private sectors, partnerships which bring together all strata of society including major institutions of the North."

The World Bank has been managing a trust fund dedicated to South-South experience exchange since 2008. We have developed brief case stories about some of these - you may be interested in the Africa-East Asia exchange on Special Economic Zones as well as the India-Africa exchange on information and communication technologies. I also encourage you to visit the South-South case story library, put together by the Task Team for South-South Cooperation. They've collected over 100 examples of cooperation between countries - most of the examples involve governments, but there are a few that include private sector.

Thanks, Leonard, for these sources. The Merowe Dam in Sudan appears a promising example of government-business partnership. It also suggests that there can be positive developmental impacts of Chinese investments in Africa which, as you know, is not without controversy.
