Though the south south co-operation is intended to be an exchange of expertise between governments, organizations and individuals, it is still only an exchange at governmental levels. A lot needs to be done to bring co-operation to the individual level. the question is whether there are effective and sustainable mechanisms to involve the individual.

It is true that south-south cooperation is primarily aimed to exchange of expertise between governments and organizations. However, the intended purpose can only be achieved through involvement of individuals, who form part of the government and organizations. Besides, a cause such as this requires public awareness among south-south nations without which the true objective of the exercise would remain far from being fulfilled. Hence, it may be a good idea to consider to have a special forum for exchange of experience and expertise involving willing individuals and a specific agenda could be drawn up in line with the theme of south-south cooperation.
Amitava, you make an excellent point on the need for a way to connect willing parties / facilitate broader South-South exchange. There is significant movement around this very issue -

The High Level Event on South South Cooperation and Capacity Development will be dealing directly with this issue (among others).
