It is a good Practice the Creation of Agencies of Cooperation on developing Countries?

South Africa announces in Nairobi, Kenya, the creation of a US-style development aid agency as it seeks to play a more prominent role as a major donor country in Africa. The South African Development Partnership Agency, which has already been approved by the Cabinet, will operate along the same lines as USAid, an initiative that provides developing countries with funding for economic and humanitarian projects as part of the US’s foreign policy objectives. The agency would be established before the end of the 2010/11 financial year. http://europafrica.net/2010/10/29/south-africa-plans-aid-agency-to-boost-african-development/

Of course is a good practice, because it permit to have a found for cooperation, to get very clear the strategies for cooperation and for the regions you will support, and i thing to have an agency give you the possibility to specify your focal point.
I totally agree with your arguments. However, something that is clear for everybody seams not to be supported by any authority or International Organization around the world. OCDE or UN should make a statement regarding this important issue. At least in my view is necessary to endorse those Countries that are taking these important steps.

Here is some more food for thought on the "rise of Southern aid agencies" inspired in the South African plans:

I think the policy of creating new aid agencies in poor nations is the policy of wasting money and time?

us foreign policy objectives regarding to provide funding  for economic and humanitarian project is really great effort which really remarkable with special reference to developing countries
Younas, are you sure about what you said: I have seen a large empirical literature illustrates that foreign aid exhibits a zero effect on growth or any other indicators of poverty in poor nations? Why?
